The paper reconstructs the reasons underlying the importance of cooperation between the state, regions, and local authorities, not only for the proper functioning of the administrative system but also to ensure its democratic nature. The paper examines the primary concerns that require attention to ensure its complete execution. Such cooperation appears even more necessary at a time when Italy seems to be moving toward differentiated autonomy, including within the ordinary-statute regions.

Il contributo ricostruisce le ragioni dell’importanza della cooperazione tra Stato, Regioni ed enti locali non solo per il buon funzionamento del sistema amministrativo, ma anche per assicurarne la sua democraticità, passando in rassegna i principali aspetti da risolvere in vista di una sua piena attuazione. Essa, infatti, appare ancor più necessaria nel momento in cui il nostro Paese sembra aprirsi ad una autonomia differenziata anche all’interno delle Regioni a statuto ordinario.
