The academic literature on Public Value (PV) is growing rapidly: examining what PV really is, and how it can be conceptualized, measured, and visualized. However, we are still largely in the dark about what drives PV and its determinants. This article looks at the relationship between organizational effectiveness and the creation of PV in terms of citizens’ wellbeing. The empirical results show a positive statistical relationship. This research contributes to the academic debate regarding the possibility of combining the concepts of PV, sustainability, and wellbeing at the local level to improve the effectiveness of public services.

Abstract

The academic literature on Public Value (PV) is growing rapidly: examining what PV really is, and how it can be conceptualized, measured, and visualized. However, we are still largely in the dark about what drives PV and its determinants. This article looks at the relationship between organizational effectiveness and the creation of PV in terms of citizens’ wellbeing. The empirical results show a positive statistical relationship. This research contributes to the academic debate regarding the possibility of combining the concepts of PV, sustainability, and wellbeing at the local level to improve the effectiveness of public services.
