PNRR e Regioni: sovrapposizione di materie, supremazia del potere centrale e leale collaborazione al confine tra diritto e politica

The essay addresses the impact of the PNRR on regional autonomy in light of the principle of loyal cooperation. The first thesis argued is that the PNRR provides legislative and administrative interventions that impact regional competencies. The second thesis is that, however, in the drafting of the PNRR and in the governance arrangements of the plan, loyal cooperation between the state and the region has been sufficiently observed. Finally, concluding remarks are made from the experience of the NRP regarding the processes of policy integration between the state and the regions.
