The Italian Public Administration is experiencing a new reforming wave, promoted and incentivized by the National Recovery and Resilience Plan (NRRP), under the Next Generation EU program. One of the prominent reforms hosted in one of the first low decree adopted right after the sign of NRRP is the Integrated Plan of Activities and Organization, which is conceived to replace a list of function-specific planning documents, introduced with an incremental approach by previous reforming waves in the last decades. The New Plan is meant to integrate the different and diverse planning documents and to focus the administrative action towards the public value creation. The authors analyze the policy and scientific backgrounds of the new plan and describe the policy goals and logics, contents, structure, enabling conditions, and possible risks which related to the introduction and implementation of the plan. The methodological approach is based on the participant observation, since the authors have been involved in the policy process, offering contributions to the design of the new planning tool as field experts.
