The essay, starting from the enunciation of some of the critical issues relating to human resources in health care, mainly focuses attention on the reconstruction of primary care, on its difficulties and potential for development, in the light of the PNRR. The correct functioning of the first line of health protection is considered decisive, not only in view of the extension of social protection but also for the impact of reducing the workload of hospital health care workers.
