L'imposta di soggiorno: vincolo od opportunità per il settore turistico?

The tourist tax significantly contributes to the financial autonomy of Italian local governments and it shows desirable properties under an economic perspective. However, it is worth considering its impact on tourism, specifically in Italy, where the contribution of the tourism sector to total GDP is considerable. In this paper we present some reflections on both these issues, providing evidence that the local tourism tax does not create conflicts between the two opposite objectives. Conversely, it is an appropriate tool for local government financing within the fiscal federalism framework and it fosters tourism.

L’imposta di soggiorno è importante strumento di autonomia finanziaria per i Comuni italiani e possiede proprietà desiderabili sotto il profilo economico. Tuttavia, il suo impatto sui flussi turistici non è irrilevante, anche in considerazione del significativo contributo del settore turistico al PIL italiano. Questo lavoro presenta alcune riflessioni su entrambi questi aspetti, mettendo in evidenza come l’imposta di soggiorno non crei conflittualità ma anzi sia strumento appropriato non solo per il finanziamento dei Comuni nel quadro del federalismo fiscale, ma anche per la promozione dei flussi turistici.
