Abstract. Introduction. The covid-19 pandemic, a public health emergency of international relevance,has forced health authorities to perform quick decision-making, and to reallocate resources appropri-ately. Non-pharmaceutical interventions, such as measures for the containment of the spread of the in-fection, have been accompanied by a massive reorganization of services, areas, and processes to guar-antee assistance to a growing number of covid patients.Materials and methods.The article uses a case-study methodology related to the Local health author-ity of Modena, Italy. Multiple sources were used to collect, triangulate, and verify data.Results. The reorganization carried out by the Local Health Authority of Modena involved various as-pects, from the use of technology to monitor all covid information to the communication with patientsand to the increase in Icu beds; from the reorganization of the duties of the staff to the collaborationwith third parties (private companies, non-profit associations, volunteers) to supply protective devicesand support quarantined citizens.Discussion. The experience of the Local health authority of Modena highlights the importance ofadopting flexible and resilient organizational models characterized by the involvement and collabora-tion of various stakeholders, the importance of continuous training, and the soft skills of the staff, witha significant support from technology. The lessons learned may be useful for the future reorganizationof the healthcare system.

Riassunto. Introduzione. La pandemia covid-19, emergenza di sanità pubblica di rilevanza interna-zionale, ha imposto agli enti sanitari di prendere delle decisioni in tempi brevi, e di riallocare le risor-se in modo adeguato. Gli interventi non farmaceutici, quali ad esempio il confinamento, sono stati ac-compagnati da sostanziali riorganizzazioni dei servizi, delle aree fisiche e dei processi, al fine di ga-rantire assistenza a un crescente numero di pazienti covid. Materiali e metodi.L’articolo utilizza una metodologia basata su un caso di studio relativo all’Azien-da unità sanitaria locale (Ausl) di Modena. Molteplici fonti informative sono state utilizzate al fine diraccogliere, triangolare e verificare i dati. Risultati.La riorganizzazione portata avanti dall’Ausl di Modena ha riguardato diversi aspetti, dall’uso del-la tecnologia per il monitoraggio di tutte le informazioni sulla covid-19, alla comunicazione con i pazientie all’incremento dei posti letto in terapia intensiva; dalla riprogrammazione delle mansioni del personaleospedaliero alla collaborazione con soggetti terzi (imprese private, associazioni senza scopo di lucro, vo-lontari) per l’approvvigionamento dei dispositivi di protezione e il supporto ai cittadini in quarantena. Discussione.L’esperienza dell’Ausl di Modena sottolinea l’importanza di dotarsi di modelli organiz-zativi flessibili e resilienti, caratterizzati dal coinvolgimento e dalla collaborazione di numerosi porta-tori d’interesse; la rilevanza della formazione continua e delle competenze trasversali del personale; lanecessità del supporto tecnologico. Le lezioni apprese potranno essere utili per la futura riorganizza-zione del sistema sanitario.
