The essay investigates the elements of continuity and discontinuity of the first republican legislature with the pre-fascist parliamentary experience, and it focuses in particular on the controversial question of the lack of constitutional implementation. Within this analysis particular questions gain prominence: the definition of some features of the form of government; the s.c. Strong State as an unwarranted attempt at stabilization of the political system; the failure of the majoritarian electoral law and its long-run consequences.
