This paper comes as the result of a workshop held at the University Polis in Tirana and the University of Ferrara with Phd Candidates of 30 and 31 cycle, between the months of January and February. The special feature of this workshop was the involvement of various profiles to a single argument - that is the river Semani (central Albania). The confluence of this various scientific fields has been taken into consideration in this paper, including biological sciences, rural landscape, and coastal development, in order to give a territory and interdisciplinary analysis - especially to the rural one. And this for two reasons; Firstly, because the lack of public policies on these areas in the last 25 years has left to an area without any kind of governance tools (such are tax collection and public investment) in order to guide the development - so much expected from the small communities living in these areas which are rich in natural resources (gas), water supply, and agricultural fertility. Secondly because the new Territorial and Administrative Reform on the Third Administrative Level (with the new born Municipalities) hasn’t give answers to rural development, and many public capabilities, regulatory and financing tools remain up to the First Administrative Level. According to Coplan (2014), that studied various scenarios to shape the future Second Administrative Level in Albania (the Regions), policies at this administrative level should clearly deal with at least two features; Rural Development and Environmental Protection. The challenge of this paper is to open to possible new direction of these features through the first administrative level - where at the moment everything seems concentrated at this decisional context - and this, not to obscure the need for a Second Administrative Level, but rather to give new insights for a future governance capable of lead Rural Development. From the point of view of the originality to study and read the hindering factors to the rural development, this paper will try to find alternative solutions for the rural territory government through the study of decision-making context - in order to find at least one element in this context that we can change in order to direct this development. For these reasons, as we will see below, three directions has been proposed to understand the decisional context; Land property issues / Monitoring and Certification Programs / Financing tools. At the end, we will see how these proposed directions are addressed from the First Administrative Level through a policy evaluation process and if there are projects of programs that deals with the stated problems. The last chapter would consider the financial feature as an alternative solution to see the rural development issues and problems in a holistic way - considering the development as a cohesive process. And as we see at the image 1, the Semani River pollution from oil gas activities is strongly related to the agricultural land and it’s hindering factors - and the need to see the rural development as a holistic and cohesive action starts from a necessity to address the environmental protection.
