In 2020 the Covid-19 pandemic outburst stroke the entire world, generating a severe crisis in most of the key sectors of society. This occurrence brought to light the better response effectiveness of those Regions equipped with a widespread network of territorial healthcare facilities. In fact, the Italian National Recovery and Resilience Plan provides substantial investments for the reuse of the building stock to accommodate these healthcare typologies. This research tackles the improvement of the healthcare system emergency response through the definition of innovative design strategies for proactive and resilient Community Hospitals, acting as potential support to the hospital network. In addition, an innovative evaluation tool to assess the adaptability of existing buildings to be converted into Community Hospitals has been proposed in order to simplify the future integration of these facilities through renovation of the building stock. In conclusion, a final application phase was carried out to validate this approach, with the model being tested on four realistic application cases and, later on, to a preliminary pilot project for the rehabilitation of a territorial facility in Fusignano (RA).
L’inizio dell’anno 2020 ha visto lo scoppio della crisi globale dovuta alla pandemia da Covid-19, che ha coinvolto e sconvolto molti aspetti della nostra società. Questo evento ha messo in luce che la gestione della crisi sanitaria può essere agevolata dalla presenza diffusa sul territorio di un’ampia rete di strutture di prossimità, e per questo il Piano Nazionale di Ripresa e Resilienza italiano prevede ingenti investimenti per la riconversione del patrimonio edilizio esistente in presidi sanitari territoriali. Perciò, la presente ricerca riguarda la definizione di strategie progettuali innovative per la realizzazione di Ospedali di Comunità resilienti, considerati come potenziali fattori di supporto alla rete ospedaliera per il miglioramento della risposta emergenziale del sistema sanitario. In aggiunta, la messa a punto di uno strumento di valutazione dell’adattabilità degli edifici a essere riconvertiti in Ospedali di Comunità consente di semplificare la prossima integrazione di tali strutture nel patrimonio edilizio esistente. In conclusione, le strategie proposte sono state validate mediante applicazione a quattro ipotetici casi di intervento, nonché con un progetto pilota, sviluppato a scala preliminare, per la riconversione di un presidio territoriale nel Comune di Fusignano (RA).
