Public Authorities and Complexity. An Italian Overview

Can complexity theories be applied to administrative activity and organization? What relationship exist between administrative complexity and system crisis? What characteristics should have rules to govern administrative complexity? Can administrative complexity affect the traditional categories of administrative law?
