Eventi traumatici e gestione delle macerie: indicazioni operative per il patrimonio culturale costruito

The serious traumatic events that in the past, even recent past, have affected the built Cultural Heritage, whether they are related to man-made hazard (wars, terrorism, etc.) or to natural events (earthquakes, floods, etc.), have always highlight the problem of managing the ruin for their possible reuse in the reconstruction phases. Without going into the issue of the validity of such operations, which should be conducted only under the restoration project, this paper intends to focus on the methods of removal and recovery of collapsed or demolished debris. In particular, it will pay attention to the activation of differentiated procedures starting from the emergency phase until a possible relocation to the restoration-building site or other museum areas for those ruins coming from buildings of cultural interest. The reconstruction of the regulatory framework examined in the light of the numerous boundary instances (times, spaces, economies, etc.) and the characterization of some cases and related critical process aspects, substantiate some operating aspects verified directly on-site within the framework of an experience conducted after the 2009 Abruzzo earthquake.
